Yes, you need dance shoes, even as a new learner! Like any other venture, the right equipment is necessary. Ballroom dance shoes are constructed specifically to provide the needed flexibility in the arch and toes to move the feet properly, while providing support.
Everyday shoes are not supple enough to allow your feet to move with correct technique; and you want to be sure you are developing good habits from the start. Not only will your feet be more comfortable, you will be able to move better, thus become a better dancer more quickly.

As a newcomer, you might not yet be ready for 3" heels, so try out a 2.5" heel as you develop your balance.

When you become more serious about learning the different styles, you'll need shoes specific to either Latin/Rhythm or Standard/Smooth. But here are a few suggestions that will be comfortable for both styles when you are first starting out.
For the most comfortable shoes, try a pair of practice shoes. With a lower heel, these are not only comfortable on the feet, but can be worn for practice and lessons for any style of dancing.
A Cuban heel is a wider and lower heel that might be beneficial to those with weak ankles (you'll get stronger as you dance!) or foot problems. Most shoes can be custom ordered in a Cuban heel, even if not noted in the store. Visit the Cuban Heel department.
As a beginner, you'll want a shoe that is versatile in style for any dance you may be learning. With that in mind, choose a 1" heel, rather than the higher Latin heel, unless you know you'll be focusing on Latin/rhythm dances exclusively.
The suede on the soles of your shoes will become matted from dirt. A specially designed wire shoebrush is needed to pull the nap back up on the suede and refresh the traction, so it will not be too slippery.
